Ground rules for lactation room

We are setting up a lactation room in our Company. Nonetheless, we have problems setting up ground rules to avoid misusing issues.
It will be great if you could share some with us.
Threats of being restricted from Lactation room by another mom
We have a room set up at my place of employment and have used it in the past; currently, we have a mom that is very angry that there isn't a deadbolt she is very upset when others need to use the room. We are angry b/c if she is locked in the room and we need to get our expressed milk to leave in an emergency (i.e., sick kids) or are called away to a meeting we will not be able to have access to the room. We suggested a curtain like a doctors office, but that was denied. Are we unreasonable?

This must be an ancient policy that requires review and made up to date with the modern concept of breastfeeding being essential. Even moms decades ago were not ashamed to breastfeed in public.
Apologizing for breastfeeding in public
About six years ago I was in a Walmart where a young woman and her mother were shopping. As I went down an aisle, I discovered them. The younger woman was nursing her baby.
As I walked by she turned away and said I'm sorry sir.
I couldn't help it.
I stopped and asked "sorry for what?"
She said for exposing myself like this.
I thought for a few seconds and said, "I see no unusual exposure or disturbing display from you."
You are doing something quite natural, and I find it very beautiful.
So stop apologizing. I apologize to you for our stupid society that seeks bars and topless dancing but finds breastfeeding to be distasteful.
I got a thank you from both mother and daughter.
The baby didn't say anything. She was busy.
I didn't tell her that I was extremely jealous of the baby.
